The Elizabethtown Downtown Master Plan develops a vision for the future of the downtown area, serving as a guide for future improvements to streetscapes, buildings and public spaces, and identifying opportunities for the preservation of our historic resources.
Plan Development
The Downtown Master Plan is currently under development. Public input is valued and important to the creation of the plan.
A community meeting was held at the Historic State Theater on Thursday, July 31, 2025 to provide information on the development of the plan, and garner feedback from the community. Toolkit
The toolkit will be a pertinent component to the Downtown Master Plan. It will provide guidance for development on private properties as well as in public spaces. The tools in the toolkit will be organized by the Downtown Plan's five goals of: Land Use & Form, Sites & Buildings, Public Spaces, Streets and Trails, and Economic Development.
Action Plan:
The action plan will provide a list projects, policies or programs that the City can implement to advance the goals of the downtown. The action plan will utilize the guidelines established in the tool kit.
The Action Plan is under development and is not available at this time.
Plan Timeline
What is a Master Plan?
A Master Plan is intended to be used as a guide for future decisions and actions related to land use and development. The Downtown Master Plan will build on the general guidance of the Envision Elizabethtown 2040 Comprehensive Plan, which provides long term goals and objectives related to land use and development for all of Elizabethtown. These plans are adopted by the City Council with input from the community. Community input is vital to all planning efforts to ensure they meet the needs and wishes of all residents and visitors of the city.
In general, Master Plans can can address many components, including land use, transportation, housing, economic development, community facilities, building design, historic preservation, parks and open space, and environmental resources. But all plans include a set of goals and objectives, along with actionable steps to achieve those goals and objectives.
These plans are aspirational. Once adopted, they are used to guide decision making. It's important to understand that all goals, objectives and action steps may not be achieved. And occasionally, plans may need to change as cities evolve and grow.
