Program Info
The City of Elizabethtown was designated as Community Development Block Grant (CDBG) Program entitlement community, which is federally funded by the United States Department of Housing & Urban Development (HUD). The program allows the City to fund a variety of housing and community/economic development projects that benefit previously disadvantaged areas of our community. Information on current and past projects funded, as well as additional program resources, may be found below.
The Community Development Block Grant Program is committed to making a significant difference in our community. As an entitlement grantee, we receive an annual formula grant of $183,551 which is utilized to address community development and housing needs of our community. All of this funding is dedicated to neighborhood improvements in areas that have been targeted for revitalization.
We use those funds to make that difference in several different ways…
- Neighborhood revitalization efforts in areas such as the Haycraft Neighborhood and Glendale Hill Neighborhood.
- Infrastructure improvements including drainage, waterline, street and sidewalk systems, neighborhood pocket parks, and community gardens.
- Create partnerships with non-profit and private developers to expand the availability of affordable housing.
- Administration of other special grants and projects.

2023-24 CDBG CAPER REPORT
In accordance with The Department of Housing and Urban Development's Community Development Block Grant program, the City of Elizabethtown is required to report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).

Public Notice
The City of Elizabethtown’s Consolidated Annual Performance Evaluation Report (CAPER)
as pertaining to the 2023-24 Community Development Block Grant program year is available for review.
This report indicates the goals, objectives, and accomplishments of projects and activities that were
funded throughout the year. The CAPER report will be submitted to the Department of Housing & Urban Development,
Louisville District Office of Community Planning & Development for review and approval by September 30, 2024.
The public and/or any interested persons are invited to review and comment on the report.
The public comment period will run from September 8 thru September 22, 2024. This report will be available
for review at www.elizabethtownky.org. All written comments should be submitted electronically to:
