The City of Elizabethtown is requesting Lump Sum bids for the Renovation of the Pritchard
Community Center located at 404 South Mulberry Street in Elizabethtown, Kentucky. Bids are
due at the Office of the City Clerk, City Hall, 3rd Floor, 200 West Dixie Avenue,
Elizabethtown, Kentucky on Thursday, December 19th by 2:00 PM EST. Bids will be opened
and read aloud publicly. Note that this project is NOT Tax Exempt and Bidders are to include
taxes in their Bids. Scope of Work consists of, but is not limited to the following:
Minor Sitework and utility excavation
Concrete Masonry Unit Construction
Steel Frame Construction for Canopy
Hollow metal doors & frames
Shingle & Metal Roofing
HVAC & Controls

Sealed Bids submitted as specified, received by the correct time and date shall be opened and
publicly read aloud. Bids must be submitted only on the forms provided in the Project Manual.
The proposal envelope must have the Project Name, Contractors Name and date on the outside.
The City of Elizabethtown wishes to give notice to all prospective bidders that participation by
minority business entities is encouraged.
A Pre-Bid Conference for the Renovation will be held at the existing Pritchard Community
Center located at 404 South Mulberry Street in Elizabethtown, KY @ 10:30AM EST on
December 5, 2019. A review of the Contract Documents will take place at this meeting and
a tour of the site for the new building will follow the meeting.
Bid bonds in the amount of 5% of the total bid are required. Performance and payment bonds in
the amount of 100% of the contract amount are required of each successful bidder upon execution
of their contract.
All contractors and subcontractors employed on this project shall comply with the Commonwealth
of Kentucky requirements for Worker’s Compensation Insurance (according to KRS 342) and
Unemployment Insurance (according to KRS Chapter 341).
The City of Elizabethtown intends to award contracts based upon the best evaluated bid. The City
reserves the right to accept the bid deemed by it to be in its best interest, not necessarily the least
expensive bid; the right to disqualify bids from bidders not deemed to be qualified; the right to
disqualify bids deemed to be defective; the right to waive defects on bids where such defects are
not deemed significant; and the right to waive any and all formalities and the right to reject any
and all bids. Bidders are encouraged to carefully read the entire set of Contract Documents and
visit the site.
Preference shall be given to Kentucky Resident Bidders or Non-Resident Bidders from States
which do not require preference to Resident Bidders.
No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty
(60) days there from.
